February Minutes

Commissioner McBee called the meeting to order at 7:05 p.m.
Present: Commissioners Hamilton, Jorgensen, Litsky, McBee, Moffatt, Siegel, and
Sobelsohn.
1. Agenda.
Commissioner Sobelsohn moved/Commissioner Litsky seconded to approve the agenda
as presented. The motion passed 6-0. Commissioner Hamilton did not
vote.
2. January Minutes.
Commissioner Sobelsohn moved/Commissioner Siegel seconded to approve the
proposed January 11, 2010 minutes. The motion passed 5-1, with
Commissioner Moffatt opposed and Commissioner Hamilton not voting.
3. Action Items.
a. Liquor Licenses.
1) Bullpen
Voluntary Agreement.
ANC 6D Alcohol Beverage Committee chair Coralie Farlee presented a proposed new
voluntary agreement between ANC 6D and the Bullpen, a beer garden operating on
Half Street, SE, across N Street from Nationals Park. A copy of that
proposed voluntary agreement is attached to these minutes. The proposal
would require the Bullpen to cease operations each year on November 1, and
until then permit the Bullpen to sell all forms of alcohol, and as late as its
license permits. Commissioner Siegel moved/Commissioner Litsky seconded
to endorse the voluntary agreement. Commissioner Sobelsohn moved to table
the motion for 11 days, until the ANC’s March 8 meeting. The motion to
table failed for want of a second. Without objection, Commissioners
Siegel and Litsky withdrew their motion to endorse the voluntary agreement.
Commissioner Litsky moved/Commissioner Siegel seconded to endorse the
proposed voluntary agreement, with two changes: (1) in section 2 (“Nature of
the Business”), deleting, in the first sentence, the phrase “spirits, wine, and
beer,” and replacing it with the phrase “alcoholic frozen drinks, wine, and
beer, as well as spirits during private special events”; and (2) in section 12
(“Participation in the Community”), deleting, as the place where ANC6D public
meetings “currently occur,” the phrase “101 M Street, S.W.,” and replacing it
with “St. Augustine’s Episcopal Church, 6th and M Streets, S.W.”
Commissioner Sobelsohn again moved to table the motion for 11 days, until
the ANC’s March 8 meeting. The motion to table again failed for want of a
second. The underlying motion passed 6-1, with Commissioner Sobelsohn
opposed.
2) Capital
Yacht Charters License.
Eric Slaughter presented his application for a Class CX (marine vessel) liquor
license (covering all forms of alcohol) for the Capital Yacht Charters,
“largely” serving private parties and sailing from the Washington Marina, 1300
Maine Ave., SW, between the Southwest fishmarket and the Mandarin Hotel.
Commissioner Jorgensen moved/Commissioner Sobelsohn seconded to support
Capital Yacht Charters’ application for a Class CX license, and to endorse
Capital Yacht Charters’ stipulated Class CX license, both subject to a
voluntary agreement, a copy of which is attached to these minutes. The
motion passed 6-0. Commissioner Litsky did not vote.
b. Public-Space Permits.
1) St.
Patrick’s Day 8K Race.
Bob Moore of Capital Rowing Company presented plans for a race starting 9 a.m.
Sunday, March 14, in honor of St. Patrick’s Day and to benefit the Special
Olympics and the group Back On My Feet. The race will not enter the
residential portion of ANC 6D. Commissioner Sobelsohn moved/Commissioner
Litsky seconded to support the St. Patrick’s Day 8K Race, with its proposed
route, a copy of which is attached to these minutes. The motion passed
7-0.
2) SunTrust
National Marathon.
Diane Thomas of the Greater Washington Sports Alliance presented plans for the
SunTrust National Marathon, starting 7 a.m. Saturday, March 20. To
accommodate up to 3,000 runners coming through ANC 6D, the race will require
the complete closing (both lanes) of only one street in ANC 6D, P Street from
2d to 4th Streets, SW, from 8:20-11:55 March 20. Thomas pledged to
preserve access to Channel Square throughout the race. Commissioner
Sobelsohn moved/Commissioner Litsky seconded to support the SunTrust Marathon,
with its proposed route, a copy of which is attached to these minutes.
The motion passed 6-1, with Commissioner Moffatt opposed.
3) National
Multiple Sclerosis Walk
Emily Cooney of the National Multiple Sclerosis Society (National Capital
Chapter) presented plans for a walk, starting 8:30 a.m. Saturday, April 17, to
benefit the fight against multiple sclerosis. The walk will not enter the
residential portion of ANC 6D. Commissioner Sobelsohn moved/Commissioner
Moffatt seconded to support the National Multiple Sclerosis Walk, with its
proposed route, a copy of which is attached to these minutes. The motion
passed 7-0.
4. Announcements and Reports.
a. Next ANC Business Meeting.
Commissioner McBee announced that ANC 6D’s next public business meeting will
start 7 p.m. Monday, March 8, at the Courtyard by Marriott, 104 L St., SE.
b. Development.
1) Vehicle
Access to 900 5th St., SE.
Commissioners McBee and Siegel promised to deliver, to Jamie Henson of the
District Department of Transportation (DDOT), a letter and drawing showing how
to improve vehicle access for residents of 900 5th St., SE.
2) Waterfront
Station.
Henson reported on plans for the opening of Waterfront Station and the
reopening of 4th St., SW, to pedestrians. Commissioner McBee reported
that city agencies will begin occupying Waterfront Station March 13.
Commissioner Litsky reported that the only retailers so far with new
Waterfront Station leases are Safeway and CVS; and that Bank of America’s lease
on a temporary parking-lot trailer runs to 2012.
3) Enhanced
ANC 6D07 Density.
ANC 6D07 Commissioner Siegel expressed his acceptance of a proposed Zoning
Commission Text Amendment, #10-01, which would increase permitted density in
ANC 6D07.
4)
Councilmember Tommy Wells.
City Council staffperson Naomi Mitchell reported that, on March 3,
Councilmember Wells will conduct a survey of streetlights in the area bounded
by Half, 4th, M, and Q Streets, SW; on March 9, at the 1D Police Headquarters,
Wells will hold a meeting on his Smart Streets proposal for M Street; and on
March 20, Wells will participate in a citywide Census Caravan to promote the
2010 National Census.
5) Officers’
Reports.
a)
Treasurer.
Commissioner Jorgensen presented a treasurer’s report for February 2010.
A copy is attached to these minutes.
b)
Chair.
Commissioner McBee announced that, on April 5, ANC 6D’s offices will move to
Waterfront Station; and, on April 23, the Washington Nationals will host
Nationals Neighborhood Night, including free ballgame tickets to be distributed
by ANC 6D for ANC 6D residents.
5. Audience Comment
ANC 6D resident Tyler Merkeley asked about a general development strategy for
Southwest.

Commissioner Siegel moved/Commissioner Sobelsohn seconded to adjourn. The
motion passed 7-0. The meeting adjourned at 9:20 p.m.
