Chairman Andy Litsky called the meeting to order at 7:01 p.m. 

Present: Commissioners Hamilton, Jorgensen, Litsky, McBee, Moffatt, Siegel, Sobelsohn.

 1.  Agenda.

Commissioner Sobelsohn moved/Commissioner Hamilton seconded to approve the agenda proposed by the Chairman.  The motion passed 6-0.  Commissioner McBee did not vote.

 

 2.  Announcement of June meeting.

Chairman Litsky announced that the ANC will hold its regular June business meeting starting 7 p.m. Monday June 8 at St. Augustine’s Episcopal Church, 600 M St., SW.

 3.  Community Concerns.

 

On behalf of the Southwest Neighborhood Assembly’s Callbox Project, Lida Holland Churchville invited everyone to the May 17 dedication, on the 1st and G Street traffic circle, of a callbox in honor of Supreme Court Justice Thurgood Marshall.

 

ANC 6D resident Gene Solon reported on an April 21 meeting on the environment and a surge in worker recruitment for the 2010 national census.

 

Southwester co-editor Glenn Favreau presented copies of the first Southwester issue under his co-editorship and pledged a regular dedicated column for ANC 6D news.

 

 4.  April minutes.

 

Commissioner Sobelsohn moved/Commissioner McBee seconded to approve the Secretary’s proposed April 13, 2009 minutes.  The motion passed 6-1, with Commissioner Moffatt voting no.

 

 5.  Liquor license.

 

The Alcoholic Beverage Control Board has modified the liquor license for Vie de France, 600 Maryland Ave., SW, to permit it, at an outdoor courtyard, to sell liquor until 3 a.m. Saturday and Sunday mornings and have live music until 2 a.m. Thursday through Sunday mornings.  Coralie Farlee, ANC 6D Alcohol Beverage Control (ABC) Committee chair, reported her committee’s recommendation that the ANC amend its voluntary agreement with Vie de France to conform to the modification in its liquor license.  Commissioner Jorgensen moved/Commissioner Moffatt seconded to modify the voluntary agreement in accordance with the committee’s recommendation.  A copy of the proposed revised voluntary agreement is attached to these minutes.  Commissioner Sobelsohn moved to amend the motion to change paragraph 13 of the agreement--which requires that Vie de France “from time to time” be “represented at ANC 6D public meetings, which currently occur on the first Monday of each month”--so that it reads instead “currently occur on the second Monday of each month.”  The motion to amend was approved without second or objection.  The main motion passed 7-0.

 

 6.  Transportation.

 

A WMATA bus stop now sits at the southeast corner of 7th and G Streets, SW.  The Circulator bus stops at the same intersection’s northeast corner.  Commissioner Jorgensen moved/Commissioner Sobelsohn seconded to send a proposed letter, to WMATA and the DC Department of Transportation, urging that the WMATA bus stop be moved to the northeast corner of 7th and G Streets, SW.  A copy of that proposed letter is attached to these minutes.  The motion passed 7-0.

 

 7.  Public Space.

 

     a.  Randall Park party.

 

Pria Stellmacher, a Maryland resident, presented a request to use Randall Park for a private barbecue from noon-7 p.m. Sunday May 24.  The barbecue will include two loudspeakers and a disk jockey.  The party’s organizers need permission from the DC Department of Parks and Recreation (DPR).  Stellmacher indicated an expected crowd of under 100, pledged to place the speakers as close as possible to the Southwest/Southeast Freeway and South Capitol Street, agreed that neighborhood residents could attend the event for free, and promised the event’s organizers would arrange cleaning the park afterwards.  Commissioner Sobelsohn moved/Commissioner Hamilton seconded to send a letter to DPR supporting the party organizers’ request to use Randall Park and to have two loudspeakers and a disk jockey.  The motion passed 6-0.  Commissioner Moffatt abstained.

 

     b.  Races.

 

         1)  Army Ten-Miler.

 

The Army Ten-Miler will come through a non-residential portion of ANC 6D on October 4.  A copy of the route map is attached to these minutes.  For the race organizers, Operations Manager George Banker indicated that this race has come through a portion of Southwest for 25 years without any resident complaints at least since 2003. Commissioner Sobelsohn moved/Commissioner Siegel seconded to support, based on its planned racecourse, the Army Ten-Miler’s application to come through ANC 6D.  The motion passed 6-0.  Commissioner Hamilton did not vote.

 

         2)  Marine Corps Marathon.

 

The Marine Corps Marathon will come through a non-residential portion of ANC 6D on October 25.  A copy of the route map is attached to these minutes.  For the race organizers, Operations Coordinator Joshua P. Stevens indicated that this race has come through a portion of Southwest for 33 years without any resident complaints at least since 2003. Commissioner Sobelsohn moved/Commissioner Siegel seconded to support, based on its planned racecourse, the Marine Corps Marathon’s application to come through ANC 6D.  The motion passed 7-0.

 

 8.  Presentations and reports.

 

     a.  Outside presentations.

 

         1)  Capitol Riverfront BID.

 

The Capitol Riverfront Business Improvement District (CRBID), a 501(c)(6) non-profit, extends from Buzzards Point (on its west) to Boathouse Row and Maritime Plaza (on its east), but is otherwise congruent with ANC 6D07.  Michael Stevens, CRBID executive director, described CRBID’s work and the future of its 500-acre district.  According to Stevens, CRBID eventually will include nearly 20,000 residents.  To serve these residents, he expects two supermarkets to open within the next five years: Harris Teeter at 4th and M Streets and Whole Foods at 800 New Jersey Avenue.  CRBID plans only one expansion, in summer 2010 to pick up businesses on the west side of South Capitol Street.  Stevens offered CRBID’s support for Hoffman/Struever (Southwest Waterfront redevelopers) to form their own BID, which Stevens suggested could cover everything from the 14th St. bridge to Buzzards Point.  CRBID’s quarterly board of directors meetings are open to the public.

 

         2)  Zoning Review.

 

The Office of Planning’s Melissa Bird confirmed that OP expects this summer to review current Southwest DC zoning and compare it with what’s actually been built.  She offered one-on-one meetings with ANC 6D commissioners, and promised both a follow-up presentation at ANC 6D’s June business meeting, and neighborhood workshops this fall--before any substantial Southwest rezoning.  She no longer expects the comprehensive Southwest rezoning she reported to the ANC in March.

 

     b.  Committee and Officer Reports.

 

         1)  Alcohol Beverage Control Committee.

 

Coralie Farlee, ANC 6D ABC Committee chair, reported that (1) the Alcoholic Beverage Control Board has elevated some violations from “secondary” (requiring, before penalty, notice and opportunity to cure) to “primary” (authorizing penalty without notice); (2) charter boats can serve alcohol only if their caterer has a liquor license or if the charter organizers (as to liquor) only ask for donations; (3) she plans regular articles in the Southwester profiling cooperative ANC 6D liquor licensees; and (4) Cap Liquors (1301 S. Capitol St., SW) and Shulman Liquors (1550 1st St., SW) have “Roll Call” hearings scheduled at the Alcoholic Beverage Control Board June 1 and June 22 respectively.  Five neighbors are protesting renewal of Cap Liquors’ liquor license.

 

        2)  Chairman’s Report.

 

Chairman Andy Litsky announced “Southwest Night” Wednesday July 1, on which Fort McNair will hold a 90-minute Twilight Tattoo, starting 7 p.m., and including regimented marching by the 3rd U.S. Infantry Regiment and a performance by the U.S. Army Band.

 

        3)  Treasurer’s Report.

 

Commissioner Jorgensen moved/Commissioner Moffatt seconded to approve the treasurer’s monthly report for April 12-May 11.  A copy of that report is attached to these minutes.  The motion passed 6-0.  Commissioner McBee did not vote.

 9.  Audience Time.

 

ANC 6D resident Nancy Masterson asked how best to handle citizen complaints regarding nightclubs, particularly when their actions may violate their liquor license or their voluntary agreement.

 

ANC 6D resident Gene Solon asked about flyers promoting events at Zanzibar on the Waterfront.

 

Brian Hubbard, Director of Security/Community Affairs for Zanzibar on the Waterfront, reported that Zanzibar’s attorneys are developing a legal method to combat distribution of promotional flyers in Southwest.

 

Former ANC 6D Commissioner Mary Williams described the concerns of the owners of property near Cap Liquors that have led them to protest renewal of Cap Liquors’ liquor license.

 

Guy Schroff, the owner of Miss Ann Charters, an outfit chartering boat trips off Gangplank Marina, introduced himself. 

 

10.  Adjournment.

 

Commissioner Sobelsohn moved/Commissioner Moffatt seconded to adjourn.  The motion passed 7-0.  The meeting adjourned at 9:30 p.m.
