Commissioner McBee called the meeting to order at 7:06 p.m.

Present: Commissioners Hamilton, Jorgensen, Litsky, McBee, Moffatt, Siegel, and Sobelsohn.

1.  Agenda.

Commissioner Sobelsohn moved/Commissioner Litsky seconded to approve the agenda as proposed.  Commissioner Sobelsohn moved/Commissioner Hamilton seconded to amend the proposed agenda by adding formation of the Waterfront Station Retail Task Force.  The motion failed, with Commissioners Jorgensen, Litsky, McBee, and Siegel opposed.  Commissioner Moffatt did not vote.  The motion to pass the proposed agenda passed 7-0.

2.  April Minutes.

Commissioner Sobelsohn moved/Commissioner Hamilton seconded to approve the proposed April 12, 2010 minutes.  The motion passed 5-1, with Commissioner Moffatt opposed.  Commissioner Siegel abstained.

3.  Action Items.

    a.  Public Space.

        1)  Waterfront Station North.

Commissioner Litsky moved/Commissioner Jorgensen seconded a resolution supporting “the adaptive temporary re-use of the northeastern most parcel of land at Waterfront Center for the Southwest Community.”  A copy of the proposed resolution is attached to these minutes.  Commissioner Sobelsohn
moved to amend the resolution to replace, whenever it appears, the phrase “Waterfront Center” with the phrase “Waterfront Station.”  Without second or objection, the motion was so amended.  Commissioner Litsky moved to amend the resolution by adding, in the paragraph beginning “Therefore, be
it resolved,” after the phrase “as has been previously approved,” and before the comma, the phrase “by the Zoning Commission.”  Without second or objection, the motion was so amended.  As amended, the motion passed 7-0.

        2)  DC Triathlon.

Commissioner Sobelsohn moved/Commissioner Hamilton seconded to endorse, with its proposed route, the DC Triathlon, scheduled to come into a non-residential portion of ANC 6D between 5:30 and 11:30 a.m. Sunday, June 20.  A copy of the proposed route is attached to these minutes.  The motion passed 7-0.

        3)  Health Fair.

Commissioner Hamilton moved/Commissioner Litsky seconded to support the South Washington/West of the River Family Strengthening Collaborative’s 9th annual health fair from 8 a.m.-3 p.m., Saturday August 21, outside the King Greenleaf Recreation Center “with the stipulation that Delaware Ave., SW, and 1st St., SW remain open and the same streets be closed as last year, namely N Street in front of the Recreation Center at 201 N Street, SW, and Canal Street.”  The motion passed 7-0.

    b.  Candidates Forum.

Commissioner Litsky moved/Commissioner Sobelsohn seconded to organize a “candidate’s forum.”  The text of the motion is attached to these minutes.   The motion passed 7-0.

    c.  Alcohol Licenses.

        1)  New or one-time licenses.

            a)  July 4 “Uncle Sam Jam.”

Lindy Promotions, Hogate’s, and Zanzibar have applied for a one-day license to hold a special event, to be called the “Uncle Sam Jam,” on the Southwest Waterfront from 3-10 p.m. on July 4, 2010.  Commissioner
Jorgensen moved/Commissioner Siegel seconded to support the July 4th Uncle Sam Jam “involving Lindy Promotions as lead with Zanzibar and Hogate’s participating as proposed in the flyer and initial event site map subject to the following:

Commander Kamperin’s advice and approval regarding off duty MPD on reimbursable detail and security plans, including recording cameras. 

 

Special Event permit from DCRA if necessary.

Notify waterfront/marina residential and business associations of the ANC meeting.

At least one of the parties (probably Zanzibar) needs submission to ABRA and approval of 1 day substantial change to its liquor license.

All three must sign off on the proposed ANC community cooperation agreement.”

As presented to the ANC, the proposed ANC community cooperation agreement is attached to these minutes.  The motion passed 5-1, with Commissioner Sobelsohn opposed.  Commissioner Hamilton abstained.

            b)  Patriot II.

Commissioner Litsky moved/Commissioner McBee seconded to recommend, to the Alcohol Beverage Control Board, and subject to a voluntary agreement—a copy of which is attached to these minutes--a permanent liquor license for DC Harbor Cruises LLC t/a Patriot II, a cruise boat docking at Diamond
Teague Park.  The motion passed 6-1, with Commissioner Sobelsohn opposed.

        2)  License renewals.

            a)  Renewals supported.

Commissioner McBee moved/Commissioner Siegel to support license renewals, subject to continuation of the current voluntary agreements, for Cantina Marina, the Capital Yacht Club, Jenny’s, and Vie de France.  Commissioner Sobelsohn made a point of order that motions by the chair are out of
order.  The chair overruled the point of order.  The motion passed 5-1, with Commissioner Sobelsohn opposed and Commissioner Litsky not voting.

            b)  Renewals not supported.

Commissioner Litsky moved/Commissioner Jorgensen seconded not to protest license renewals for the Capitol Skyline Hotel, Channel Inn, the L’Enfant Plaza Hotel, the Holiday Inn Capitol (on C Street), the Phillips Flagship, and the Cherry Blossom and the Nightingale (both cruise ships). The motion
failed, 4-3, with Commissioners Hamilton, McBee, Siegel, and Sobelsohn opposed.

            c)  Renewals protested.

Commissioner Jorgensen moved/Commissioner Litsky seconded to protest, on grounds of parking and peace, order, and quiet, license renewals for Hogate’s and four cruise ships or cruise-ship operators: Capital Elite Cruises, Odyssey Cruises, the Spirit of Mt. Vernon, and the Spirit of Washington.  Without motion or objection, the motion was divided as between the cruise ships and Hogates; and the motion as to Hogate’s was amended to delete parking as one of the protest grounds.  As to the four cruise ships, the motion passed 7-0.  As to Hogate’s, the motion, as amended, passed 6-0, with Commissioner McBee abstaining.

4.  Announcements and Presentations.

    a.  Report of the Chair.

Commissioner McBee reported that ANC 6D will hold its next public meeting on Monday, June 14, starting 7 p.m., on the second floor of 1101 4th St., SW.

    b.  Development.

        1)  Food and beverage providers.

Commissioner Sobelsohn announced that Southwest residents can get a 10% discount through May 15, 2010, on purchases at the new Southwest Safeway; and that a farmers’ market will operate Wednesdays from 2:30-6:30 p.m. at the Health and Human Services Building, 200 Independence Ave., SW, from
June 2-October 27, 2010.

Coralie Farlee, chair of the ANC 6D Alcohol Beverage Control Committee, reported that her committee has still not seen Southwest Safeway’s security plan, promised months ago; and that Safeway appears to be
violating its voluntary agreement regarding placement of alcohol for sale in the supermarket.

        2)  Town Center Park West.

Commissioner Jorgensen reported a promise, from the DC Department of Parks and Recreation, that, by May 21, it will fill the pond & install a new pump at the Town Center Park West (corner I & 6th Streets).

        3)  14th Street Bridge.

Jack Van Dop, a senior technical specialist with the Federal Highway Administration, reported an informational meeting May 25 at Westminster Presbyterian Church about proposed renovations for the 14th St. Bridge corridor.

        4)  Washington Nationals.

            a)  Traffic and Parking.

Naomi Mitchell, of the office of Councilmember Tommy Wells, reported on a meeting April 27 regarding the Nationals Park Traffic Operations and Parking Plan (TOPP), and plans for a follow-up meeting May 25 at the Second Baptist Church.

            b)  Other Nationals News.

Nationals vice-president Gregory McCarthy reported the Nationals’ plans to renovate the ballfield at King Greenleaf Recreation Center and to offer neighborhood children scholarships this summer to the Nationals Four-Day Camp.  He promised to ask the District Department of Transportation about erecting electronic street signs, and consider instituting a Nationals ticket discount for bicycle riders.  He also encouraged ANC 6D to pass a resolution supporting a combined WMATA/Nationals ticket.

    c.  Youth Activities.

Commissioner Hamilton reported that, from roughly June 28-August 13, Amidon/Bowen Elementary School will host extracurricular programs for kids, including Heads Up & Kid Power. 


    d.  Public-Safety Report.

First District Metropolitan Police Lieutenant Nicholas Gallucci reported that, in Police Service Area (PSA) 104, crime overall was down 17% for the 30 days preceding May 10, 2010, compared with the 30 days preceding May 10, 2009; and that in PSA 105, crime for 2010 through May 10, 2010 was down 27% compared with crime from January 1-May 10, 2009.

    e.  Community Comments.

ANC 6D residents Ann Allen spoke about work unfinished on the mayor’s “Fix-It” list; Susanne Morris spoke in favor of reviving the ANC 6D Southwest Safeway Task Force; and Diane Schulz spoke about cruise-ship buses that park on Water St., SW, and leave their motors running.

5. Adjournment.

Commissioner Moffatt moved/Commissioner Sobelsohn seconded to adjourn.  The motion passed 7-0.  The May meeting adjourned at 10:39 p.m.
